Dear Congressman _____:
We call on you to support the Vietnam Human Rights Act of 2003, soon to be introduced in the House of Representatives. A similar bill was introduced in the House in 2001 and passed by a margin of 410 to 1 but was stalled in the Senate.
Since the U.S. Congress ratified the Bilateral Trade Agreement with Vietnam, human rights conditions in that Communist country have deteriorated significantly. Hundreds of individuals have been arrested and detained for peacefully voicing their opinions or for practicing their religions.
It is important that our government puts Vietnam on notice that doing business with that country does not mean that we condone its gross violations of human rights. Please be an original co-sponsor of the Vietnam Human Rights Act of 2003.
