4) Ngan chan phe lanh ddao Cong San Viet Nam trong muu toan ky ket hiep uoc Bien DDong dde nhuong cac quan ddao Hoang Sa va Truong Sa cho Trung Cong.
5) Keu goi ddong bao trong va ngoai nuoc ket hop ddau tranh ddoi Dan Toc Tu Quyet, giai the che ddo Cong San dde gianh lai quyen lam chu quoc gia, lam chu xa hoi. Co nhu vay chung ta moi cuu dduoc nuoc, cuu dduoc dan va rua dduoc moi nhuc nay.

DECLARATION
ON THE VIETNAMESE COMMUNIST LEADERS'
CEDING LAND AND SEA WATERS TO CHINA
Per the Great Proclamation on Vanquishing Chinese Invaders:
Our nation of Vietnam
With her age-old civilization
Her well-defined borders
Is different from the Northern custom
Per the 1967 Constitution of Vietnam:
The territory of Vietnam is indivisible and non-transferable.
The above quotations affirm that Vietnam is an independent and unified nation with an integral territory, which is non-transferable.
Yet nowadays, the Communist leaders of Vietnam have betrayed our national interests. Instead of protecting national sovereignty and territorial integrity, they signed two treaties to cede land and sea waters to China. These treaties were the Sino -Vietnamese Borders Treaty of 1999 and the North -Vietnam Bay Treaty of 2000.
To delimit land borders and sea waters in North Vietnam, since the 19th century, Vietnam and China had signed the Tian Jin Treaty and the Brevie Treaty, which had brought peace and security for over a century. All of a sudden, without apparent reason, the Vietnamese Communist leaders surreptitiously negotiated and signed these 1999 and 2000 treaties with the Communist China. But they failed to promulgate these Treaties.
The Communist leaders knew that these treaties were unjust, legally wrong and immoral. They violated international treaties in force, such as the United Nations Convention on the Law of the Sea, and the objectives and principles enunciated in the Charter of the United Nations and the Universal Declaration of Human Rights, such as equality, cooperation, friendship, peace, justice and freedom, including the freedom of negotiation, without violence, oppression, aggression or annexation.
In the 16th century, Mac Dang Dung gave away 5 caves and one district to Feudal China, and was condemned by history as a traitor.
At present, the Communist leaders of Vietnam ceded land in six border provinces and sea waters to the Chinese Communists. They will leave an infamy for thousands of years to come.
With this pattern of behavior, in the future, who knows the Communist leaders of Vietnam will not sell the Paracels and Spratleys to Communist China? They have abused the monopoly of leadership to monopolize the sell-out of nation borders.
These acts violate our nation sovereignty, prejudice our national interests, and betray our forebears' painstaking nationbuilding.
THEREFORE, PER THIS DECLARATION, THE LAWYERS COMMITTEE FOR PEOPLE'S RIGHTS:
1. Denounce the ceding of land and sea waters to China made by the Vietnamese Communist leaders.
2. Deny the Sino-Vietnamese Borders Treaty of 1999 and the North-Vietnam Bay Treaty of 2000 because they are unjust, legally wrong and immoral.
3. Reserve the right for future free-elected governments to demand the abrogation of these treaties by an international authority having jurisdiction over these matters.
4. Oppose the Vietnamese Communist leaders in their scheme to sign another treaty to cede the Paracels and Spratleys Islands to Communist China.
5. Appeal to all compatriots in and out of Vietnam to unite and fight for national self-determination, for the dissolution of communism, for the national sovereignty and territorial integrity. This is the only way to save the country and the people, and to wash out this infamy.
